the plan shows that at present, the production and consumption of paper and paperboard in China ranks first in the world. With the transformation of the world economic pattern and the obvious acceleration of China's economic and social transformation, the constraints of resources, energy and environment faced by the development of China's paper industry have become increasingly prominent, and there is an urgent need to speed up structural adjustment
the contradiction between supply and demand of raw materials is prominent
the raw materials that the paper industry relies on to build the national hazardous chemicals regulatory information sharing platform. Materials mainly include wood pulp, waste pulp and non wood pulp, of which wood pulp is the best material for papermaking, which directly determines the output and quality of paper products. Influenced by many factors such as historical traditions and geographical conditions, China has long used non wood fibers as the main raw material for papermaking, which has become an important factor restricting the scale, product quality and grade of China's paper industry
due to the slow construction of domestic raw material forest base, limited supply of materials, the development of non wood pulp is affected by the lagging development of new cleaner production technology, coupled with the low recovery rate of domestic waste paper and other factors, the self-sufficiency rate of paper fiber raw materials is difficult to improve, and the contradiction between supply and demand is intensifying
in 2010, China imported 11.37 million tons of wood pulp, an increase of 49.8% over 7.59 million tons in 2005; The import of waste paper was 24.35 million tons, an increase of 43% over 17.03 million tons in 2005. The dependence of China's paper industry on imported fiber raw materials was as high as 40%
with the strengthening of China's environmental protection and the rapid increase in the market demand for high-quality and high-grade paper products, the demand for wood pulp and waste pulp has increased rapidly. Domestic raw materials are in short supply and have to rely heavily on imports. In recent years, although the consumption proportion of wood pulp in China's paper industry raw materials has increased, there is still a large gap compared with the average consumption of 94% of wood pulp in the paper industry in internationally developed countries. The main reason is the lack of forest resources in China
at present, the forest coverage rate of removing iron filings and dirt in China is only 61.3% of the world average level, and the quality is not high. The paper industry is a major user of wood. 40% of the forest resources consumed by the world every year are used for papermaking. At present, China's papermaking materials account for only 6.7% of China's forest resources
after years of development, international paper multinational companies have established a development model of forest paper integration. With the increasingly tight supply of paper resources, they pay more and more attention to the protection of paper raw materials. In recent years, international paper multinationals have taken various forms to control forest resources, cultivate raw material forest bases and build wood pulp plants in countries and regions rich in forest resources such as Brazil, Chile and Indonesia
countries around the world are also paying more and more attention to the recycling of domestic waste paper resources. The world's waste paper recycling volume increased from 182.6 million tons in 2005 to 223.4 million tons in 2010; The recovery rate increased from 49.8% in 2005 to 56.6% in 2010. Developed countries generally exceeded 60%, South Korea and Germany exceeded 80%, and China was only 43.8%, lower than the world average
since 2000, China has implemented the tenth five year and 2010 special plan for the construction of the national forest paper integration project. The development of forest paper integration has formed a consensus of the whole society. By vigorously promoting the construction of forest paper integration project, strengthening the recycling of domestic waste paper and shutting down backward straw pulp production lines, the supply capacity of domestic wood pulp and waste paper has been improved, and the raw material structure has been improved. Wood pulp consumption increased from 11.3 million tons in 2005 to 18.59 million tons in 2010, accounting for 22.0% of the total pulp consumption; Waste pulp increased from 28.1 million tons to 53.05 million tons, and the proportion increased from 54.0% to 62.7%
weak independent innovation ability

however, the situation that the construction of independent innovation capacity of China's paper industry is relatively weak has not been fundamentally improved. The outstanding performance is that the industry university research institute has not formed an organic whole, the ability to introduce technology, digest, absorb and re innovate is insufficient, and there is a lack of major industrialization achievements of independent innovation in the development of new processes, new equipment and new products. Large cooking, screening, bleaching equipment, high-speed paper machine headbox, shoe press, calender, rewinder and other key equipment basically rely on imports
according to some insiders, in previous years, the overall level of mechanical equipment in China's paper industry was not high, most of which were at the international level of the 1970s, only a few reached the level of the 1980s, and some reached the level of the 1990s. Only in the last two years has there been some improvement
in the international market, a few major pulp and paper equipment suppliers in the world have basically monopolized the supply of large-scale pulp and paper equipment by relying on brand advantages, R & D capabilities, precision manufacturing, strong financial strength and market expansion capabilities. This situation is difficult to change in the short term. China has become the main market of pulp and paper equipment in the world, but large-scale pulp and paper equipment mainly depends on imports, which leads to higher investment costs and hinders the pace of large-scale equipment of many small and medium-sized pulp and paper enterprises
the level of technical equipment is not high, which indirectly aggravates the task of energy conservation and emission reduction in China. In China's paper industry, the production capacity with relatively backward technology and equipment still accounts for about 35%, and the material consumption, water consumption and energy consumption are high. It is the main pollution source of the paper industry. There is a considerable gap between the product quality, material consumption and pollution load and the international advanced level, which is difficult to meet the requirements of the discharge standard of water pollutants for pulp and paper industry (GB)
the scale of enterprises is still relatively small
the plan clearly states that it is expected that by 2015, there will be more than 20 large-scale comprehensive pulp and paper enterprise groups with an annual output of more than 1 million tons, and the sales of several enterprises will enter the top 100 of the global paper industry. By strengthening the reorganization of enterprises, improving the form of industrial organization, and gradually forming an industrial organization structure with large enterprises as the leader and the coordinated development of small and medium-sized enterprises
from the current situation, the number of large enterprise groups and backbone enterprises with international competitiveness in China's paper industry is small, its influence and driving force need to be improved, there are many small enterprises and vulnerable enterprises, and the level of scale efficiency of the industry is low. The total sales volume of paper-making enterprises above designated size is only equivalent to the total number of the world's top four. In 2010, there were 3724 paper-making enterprises above Designated Size, including 33 large-scale enterprises, accounting for only 0.89%; 388 medium-sized enterprises, accounting for 10.42%; There are 3303 small enterprises, accounting for 88.69%. The small and scattered situation of the paper industry needs to be improved
the plan puts forward new requirements for China's paper industry. By 2015, it is expected to achieve an annual consumption and production capacity increase of more than 4.6%; The raw material structure of papermaking is more perfect; Continuous optimization of product structure; The level of equipment is gradually improved; Resource consumption continues to decrease; Pollution emissions have decreased significantly; Eliminate backward production capacity and achieve practical results. If the goals proposed in the plan can be implemented, China's paper industry will have a big leap forward in the 12th Five Year Plan
